Applications Guide for the Highway Capacity Manual

Attention Transportation Planners! We need your help in developing a Planning and Preliminary Engineering Applications Guide for the Highway Capacity Manual.

Do you need better methods for estimating delay, capacity, speed, and reliability for:

Have you tried using or considered using the Highway Capacity Manual but have not found it practical or convenient to use for planning? Would you like a guide to help you more accurately estimate delay, speed, and reliability, and in the process help you use the HCM more efficiently and effectively for your planning analysis?

The Transportation Research Board of the National Academies has listened to planners, who have said they want a planning applications guide to assist them in using the HCM. Through National Cooperative Highway Research Program Project 7-22, this guide is being developed. We’ve listened to what planners have said they want in a planning applications guide, and we’ve developed a draft of this guidebook. In this workshop we will:

  1. Walk through this first draft of the planning applications guide.
  2. Illustrate the application of the guide with a few case studies.
  3. Ask for feedback on the content of the guide and case studies; specifically:

    a. Is it useful?
    b. What is missing?
    c. What needs more explanation?

There is no cost for this workshop – all we need is your commitment and participation. We will provide refreshments.

About the Presenters

Tom Creasey, PE, PhD,Transportation Planning Manager, Stantec Consulting Services Inc., Lexington, KY

Tom leads Stantec’s transportation planning efforts in Kentucky and West Virginia. As a practitioner, he has applied Highway Capacity Manual (HCM) methods for long-range transportation plans, area-wide and corridor studies, access management studies, and travel demand models. Currently he serves as Secretary of the TRB Highway Capacity and Quality of Service Committee, which oversees the HCM. As part of the NCHRP 7-22 research team, Tom leads the stakeholder workshop process.

Rick Dowling, PE, PhD,Senior Principal Engineer, Kittelson & Associates, Inc., Oakland, CA

Rick is a licensed Civil and Traffic Engineer in the State of California. He has over 30 years of experience in transportation planning, traffic engineering operations, research and education as a municipal employee and as a consultant.

Rick Dowling has been the principal investigator for several National Cooperative Highway Research Program (NCHRP) projects including: NCHRP 3-97, Traffic Signal Analysis with Varying Demands and Capacities, NCHRP 3-55(2), Planning Techniques for Estimating Speed and Level of Service, NCHRP 25-21, Predicting Short-Term and Long-Term Air Quality Effects of Traffic-Flow Improvement Projects, and NCHRP 3-70, Multimodal Level of Service for Urban Streets.
