THE TRANSPORTATION ELEMENT OF THE DEVELOPMENT DEAL: STAGE 3 (DESIGN APPROVAL AND EFFECTIVE CONSTRUCTION)

Involving a transportation engineer early in the development process can save you time and money, and help ensure a functional, safe, successful project. In this interactive presentation, Diego Arguea, Brian Dunn, Tony Roos and Charles Radosta of Kittelson & Associates, Inc. will draw on common experiences and share their expertise in how insightful innovative transportation design adds value at all stages of the land development process.

This is the third in a three-part series addressing critical topics and questions that arise during the design approval and construction process:

ABOUT THE PRESENTERS:

Diego Arguea, PE Senior Engineer, Kittelson & Associates

Diego is a leader within the Development Services Market area for the Pacific Northwest, with extensive experience in the private sector during his tenure at Kittelson. With nearly 10 years of experience, Diego is an active client manager and helping to prepare transportation engineering/planning studies that support a variety of land use applications throughout Washington and Oregon. Based in Portland, Oregon, Diego has completed scores of transportation impact studies and secured development approvals for institutional, commercial and mixed-use projects in close coordination with the various Cities/Counties, Tri-Met, Washington and the Oregon Department of Transportation. His familiarity with each of the agencies’ development codes, procedures, permitting requirements, and approval criteria are coupled with his strong professional relationships to serve as a highly effective liaison on any transportation issue or challenge. His technical expertise in the analysis of transportation system performances is also complemented by his site design capabilities, enabling him to provide constructive guidance to the site design team, while addressing agency questions regarding transportation system safety and/or adequacy. His commitment to the transportation engineering profession is evidenced by his recent role as President of the Oregon Institute of Transportation Engineers and active roles within the International Council of Shopping Centers (ICSC), Westside Economic Alliance (WEA) and the American Council of Engineering Companies (ACEC).

Brian Dunn, PE Associate Engineer, Kittelson & Associates

Brian manages the Development Services Market Area for the firm’s Portland office, providing services to private developers and organizations throughout the Pacific Northwest. With over 20 years of experience, Brian has an extensive history preparing transportation engineering/planning studies to support the permitting, design, and construction of development projects involving all types of land uses.

With equal exposure to private and public sector clients over his career, Brian has developed a reputation for working collaboratively, finding solutions to technically complex problems, and building consensus between involved agencies, clients, and stakeholders. With effective communication skills, he represents his clients' interests in a variety of public forums, whether it be making presentations to a neighborhood group, or providing professional representation at public hearings.

Brian’s credentials in this field of transportation are further supported by his past experiences in planning and design. His transportation planning experience covers the preparation of multi-modal transportation plans for dozens of communities and highway corridors throughout Oregon. As a designer, he has prepared design plans, cost estimates, and technical specifications for the construction of traffic signals, roundabouts, roadway signing and striping, and street lighting systems.

Brian has a B.S. in Civil Engineering from Santa Clara University and is a registered Professional Engineer in the States of Washington and Oregon. He is a regular contributor to the Oregon ICSC Alliance Program, and is a member of the Westside Economic Alliance, and the Portland Business Alliance. He is also a very passionate electric vehicle advocate.

Tony Roos, PE Associate Engineer, Kittelson & Associates

Tony manages the Public Works Market Area for the firm’s Portland office, providing full roadway design services to the state and local agencies in the region. With 20 years of experience, Tony has successfully led interdisciplinary teams on transportation projects funded by both public and private investments. Prior to joining Kittelson, Tony worked for Multnomah and Washington Counties in their respective Capital Projects groups and then with a local Land Development firm where he led their Public Works team. This background of Public and Private gives Tony the unique perspective of understanding both the development and agency needs as it relates to delivering a successful roadway improvement project. As project manager, he provides project oversight, design implementation, team and utility coordination, and quality assurance and control. His experience includes designing road rehabilitations, main street schemes, full corridor improvements, intersection improvements (including roundabouts), and interchanges. He works closely with multidisciplinary team to provide projects that meet the expectations of his clients, striving to balance cost, schedule, and quality. Tony is passionate about public works, providing the best possible solutions for our communities through creativity and collaboration.

Charles Radosta, PE Principal Engineer, Kittelson & Associates

Charles has nearly 25 years of experience through his involvement in a wide range of transportation engineering projects throughout the West Coast. Charles has overseen and/or managed hundreds of publicly-funded traffic-engineering projects and dozens of on-call contracts. Many of these projects include working with other consulting engineering firms to form a project team for various public jurisdictions. He has prepared final plans, special provisions, and cost estimates (PS&E) on traffic engineering projects featuring permanent and temporary traffic signals, roadway signing, pavement markings, pedestrian-scale and highway lighting, and traffic control plans. His breadth of project types includes developing improvements at freeway interchanges, along rural highways and suburban arterials, and within urban business districts. He served on the Oregon Traffic Control Devices Committee (OTCDC) from 1999 to 2011 addressing key statewide transportation issues such as Oregon's adoption of periodic updates to the MUTCD.
