Transformational Technologies: Considerations for Land Use & Transportation Planning
Presented by Abby Morgan, PhD, Senior Engineer

Abby Morgan is the Connected and Automated Vehicle (CAV) Project Manager at Kittelson. She leads the mobility impacts assessments of the USDOT Connected Vehicle Pilot Deployments in Tampa, FL; New York City, NY; Wyoming; and Columbus, OH. She is currently studying the impacts of CAVs on the capacity modification factors in the Highway Capacity Manual to inform long-range planning. She is also writing a brand new guidebook for state DOT and local agencies to understand and prepare for the impacts of transformational technologies on land use and transportation as part of the National Cooperative Highway Research Program (NCHRP) program 08-117. In addition to her research interests, Abby loves policy development. She has drafted transportation policy across the country from Florida’s new intersection control evaluation (ICE) procedure to Alaska’s updated weigh-in-motion plan. Abby has over 10 years of experience in crash safety analysis, advanced vehicle technology, and policy development. Before joining Kittelson, Abby worked for the National Highway Traffic Safety Administration (NHTSA) as a rulemaking engineer. She led NHTSA’s agency-wide team that developed policy decisions on early levels of automation for light and heavy vehicles.

Demystifying Reliability Data: Data-driven Decision-making at the System, Corridor, & Project Levels
Presented by Bastian Schroeder, PhD, Principal Engineer

Bastian Schroeder is a Principal Engineer at Kittelson. He has over 14 years of progressive experience in applied research, and has a passion for developing solutions to complex problems across all areas of transportation. Bastian specializes in multimodal safety and operations of traffic systems at the intersection, corridor, network, and policy levels for local, state, and federal clients. He led or co-led over 50 state and federal projects, and (co-) authored over 70 journal papers and conference proceedings. Seven of his papers were recognized with Best Paper Awards, including the 2010 D. Grant Mickle Award by TRB. He is a member of TRB Committees on Highway Capacity and Quality of Service, and the TRB Simulation Task Force. Bastian also co-chairs the Simulation and Capacity Model users Group (SimCap) for ITE International.

Transforming Communities through Complete Streets
Presented by Conor Semler, Associate Planner

Conor Semler is an Associate Planner at Kittelson who draws on his experience in urban planning, traffic engineering, and technical research in complete streets design. Conor is highly regarded for his ability to leverage transportation design to create livable and healthy communities. His focus is on improving conditions for walking and bicycling through better evaluation and design. Conor is a national leader in the planning and design of innovative bicycle facilities. He was involved in the development of both the NACTO Urban Bikeway Design Guide and the FHWA Separated Bike Lane Planning and Design Guide. Conor’s experience is informed by his role in leading research, contributing to designs, and working closely with cities to continually evolve and innovate safer and more inviting bicycle facilities.
